Html Xml Lang Mismatch
- What is broken
- The page declares two different languages in two places.

- Screen readers choose pronunciation from the language setting; when it is missing or wrong the page is read in the wrong accent, sometimes unintelligibly.

- Make lang and xml:lang on the <html> element agree.
