What is broken
The page declares two different languages in two places.
Who it affects
Screen readers choose pronunciation from the language setting; when it is missing or wrong the page is read in the wrong accent, sometimes unintelligibly.
How to fix it
Make lang and xml:lang on the <html> element agree.
